NOTICE: All contractors
(County and State)

As you may be aware, during the 2021 legislative session the Florida Legislature
approved House Bill HB735 (HB735), which preempts local occupational licenses
to the State, effective July 1, 2021. HB735 provides such local jurisdictions
will be prohibited from issuing certain occupational licenses, which includes
but not limited to construction-related occupations, after July 1, 2023.
Legislation also provides local jurisdictions having construction related
licensing requirements prior to January 1, 2021, can continue to license
affected construction-related occupations until July 1, 2023; however, a
jurisdiction may not modify or add licensing requirements for any of its
licenses.

The
Palm Beach County Construction Industry Licensing Board (CILB) has been
discussing the implementation and impact of this new law on local licenses at
its regular meetings.  At this point, the CILB has identified a number of
local licenses in which scopes of work may be considered to be reduced or
removed entirely in order to comply with the new law.

Attached
please find a copy of HB735 and a draft of an updated list of County licenses
based of the effects of the new Law. The CILB has not made a final determination
on the impact of HB735 and instead will continue to address its impact at its
CILB meeting on February 27, 2023. Once the CILB makes a final determination,
all contractors (county and state) will be notified. Please be informed the
CILB’s role is restricted to implementing the new HB735 law. If you have any
